OWNER ACTIONG AS GENERAL CONTRACTOR & TRADE COORDINATION RESPONSIBILITIES (1) see notes
1. Under Georgia law (O.C.G.A. § 43-41-17), a property owner may act as their own general contractor for work performed on property they own and occupy. However, by doing so, the owner assumes all legal and practical responsibilities of a licensed general contractor, including but not limited to the supervision, scheduling, and coordination of all subcontractors and specialty trades involved in the project.
2. When the property owner elects to serve as their own general contractor (“Owner-GC”), the owner expressly agrees to:
-
Obtain and comply with all required permits and inspections.
-
Hire only properly licensed contractors for plumbing, electrical, HVAC, and related work.
-
Coordinate the timing and completion of work between all trades (e.g., plumbing, electrical, excavation, etc.).
-
Ensure that all contractors’ scopes of work are compatible and that each trade is properly informed of the other’s requirements or policies.
-
Accept full responsibility for managing communication among trades and for any resulting delays, inefficiencies, or additional work caused by lack of coordination.
These obligations are reinforced by the “Property Owner Acting as Contractor/General Contractor” affidavit required by Georgia counties, which states that the owner accepts the inherent responsibilities for all permitted work, including contractor management and project coordination.
3. All work performed by Keith McDonald Plumbing will be completed in compliance with applicable codes and manufacturer specifications and, where required:
-
Inspected and approved by the Georgia Department of Public Health (DPH) under On-Site Sewage Management Systems rules (DPH Rule 511-3-1); and
-
Inspected and approved by the local County Planning and Zoning Department for plumbing code compliance.
Once such inspections have been approved, our contractual scope of work is deemed complete.
4. Owner Responsibility After Inspection & approval:
-
The owner (or their designated GC) is responsible for coordinating the connection and operation of any other systems (including but not limited to electrical supply, alarms, controls, or monitoring devices).
-
Under DPH Rule 511-3-1-.17 (Maintenance and Operation), the property owner is legally responsible for the proper operation and maintenance of the on-site sewage management system and all connected components.
-
All electrical components related to septic or plumbing systems must conform to the National Electrical Code (NEC). The DPH Technical Manual (incorporated by reference in Rule 511-3-1) specifies that alarm and control circuits must be installed on separate breakers and that electrical connections shall not be located inside tanks or risers.
These provisions clarify that once plumbing and septic work is inspected and approved, Keith McDonald Plumbing’s responsibility ends, and further coordination, connection, or operation lies with the property owner or their designated contractors.
5. Additional Work and Service Calls: If Keith McDonald Plumbing is required to return to a project site due to:
-
A coordination failure between the owner and another contractor,
-
Lack of communication regarding readiness of electrical or other systems,
-
System malfunction caused by incomplete electrical, mechanical, or site work performed by others,
then such return visits, corrective actions, or additional labor will be billed as a separate service call at our standard hourly rate and applicable material, markup, and tax terms.
6. Keith McDonald Plumbing is not responsible for damages, delays, or performance issues resulting from the owner’s failure to coordinate work among contractors or ensure proper system operation after inspection. This includes, without limitation, damages caused by unpowered equipment, incomplete electrical connections, or system inoperation due to work performed by others.
7. By signing any proposal, work authorization, or service agreement, the property owner acknowledges that they have read and understood these terms and that, if acting as their own general contractor, they accept all responsibilities and liabilities set forth under O.C.G.A. § 43-41-17 and DPH Rule 511-3-1-.17.

If you have irrigation or other accessory utilities, please mark their locations using spray paint or flags. We are not responsible for any public or private lines that are not marked ahead of work starting.

SEPTIC MAINTENANCE (PUMPING & INSPECTION)
1. Standard Pricing, Minimum Fee, and Scope
Pricing quoted by phone or electronically is based on a standard 1,000-gallon residential septic tank and includes: (1) Pumping and removal of all normal contents from the septic tank via pump truck, (2) Visual inspection of the tank walls, bottom, and lids for cracks, deterioration, or other signs of damage, (3) Inspection of inlet and outlet tees for obstructions (4) and Cleaning of the outlet filter (if present).
A minimum dispatch fee of $300.00 applies whenever a septic truck is sent to a property, regardless of whether pumping is completed. This fee covers the operational cost of dispatching and operating a specialized pump truck, which includes: Fuel and transportation of a heavy commercial vehicle to and from the site, wear and maintenance of the vacuum pump system, hoses, and PTO-driven equipment; and licensed driver labor, insurance, and state-mandated waste disposal compliance. This fee ensures safe and legal operation of the equipment even if pumping cannot be completed due to inaccessible or unlocatable tanks.
2. Excess Volume Charges
If the system contains more than 1,000 gallons of waste, additional charges will apply in 500-gallon increments at the current company rate. Volume is determined by the measured draw during pumping.
3. County-Based Pricing Variations
Pricing may vary by county based on disposal fees, travel time, and local permitting or reporting requirements. County-specific pricing will be confirmed prior to or at the time of service whenever possible.
4. Tank Accessibility Requirements
The quoted price assumes: The septic tank is located within the first 30 minutes of arrival on site, the tank’s access lids are reachable through hand digging not exceeding twelve inches (12") in depth; and the surrounding area has normal soil conditions that allow for standard probing to locate the tank. Where soil is extremely hard, compacted, or dry—such as during prolonged summer drought conditions—the tank may not be located by standard probing. In such cases, electronic locating equipment may be required, and additional charges will apply for the time, labor, and equipment used to locate the tank. There must be no obstructions, structures, decks, patios, driveways, concrete, or landscaping elements that must be removed, altered, or excavated to access the tank. If the tank cannot be located within 30 minutes, or if access is impeded by barriers, excessive depth, or soil hardness, additional labor and locating charges will apply based on time and equipment used. Homeowners are encouraged to contact their local County Environmental Health Department to request a copy of the septic system permit or site plan that may indicate the original tank and drain field locations. This documentation can significantly aid in locating the system and minimizing additional time and charges.

Some plumbing may be too deteriorated or have failed completely to make repairs. Fixtures may be outdated or branding is unknown and parts can not be found for repairs. Access to plumbing must be factored into pricing. If plumbing is not READILY ACCESSIBLE price increases will be added to obtain necessary access. In some situations, obtaining access can result in damages to other structures such as sheetrock or framing. Any damages that are a result in gaining access to make plumbing repairs will not be the responsibility of Keith McDonald Plumbing to make repairs or to replace. When digging, if rock, concrete, etc are found underneath the surface that require more time and/or disposal to remove, additional charges may apply. If a customer gives technician permission to move or remove said utility and utility is damaged, Keith McDonald plumbing is not responsible for damages or repairs.
